On August 31, 2026, the Center for Drug Evaluation and Inspection of the National Medical Products Administration (NMPA) issued the Key Points and Determination Principles for Drug Registration Inspections (Drug Clinical Trials), 2026 Revision.
The revised guidelines, developed in accordance with the newly revised Good Clinical Practice for Drug Trials (GCP), apply to drug registration inspections for new clinical trials initiated on or after September 1, 2026. A clinical trial is considered newly initiated when the first trial participant at the clinical trial site signs the informed consent form.
Compared with the 2021 pilot version, the 2026 revision reorganizes the inspection framework into seven chapters and introduces two dedicated areas of inspection:
1. Sponsor Trial Management
The new section covers key aspects of clinical trial design and management, quality management, and oversight of service providers. This places greater emphasis on the sponsor's responsibility for ensuring effective oversight throughout clinical trial implementation.
2. Data Governance
The revised guidelines extend inspection across the entire data lifecycle, including data generation, collection, transfer, processing, analysis, and retention.
The inspection scope also places greater emphasis on computerized systems, audit trails, system access controls, data traceability, and data integrity.
In addition, the clinical trial site inspection section introduces a dedicated module covering the quality management system of clinical trial institutions. Inspection teams may apply a risk-based approach to evaluate whether the institution's quality management system is effectively implemented based on identified issues. The overall framework for determining inspection findings remains broadly consistent with the 2021 version.
The revised GCP framework and supporting inspection requirements further extend quality management into the design and implementation of clinical trials.
Sponsors are expected to identify critical quality factors and associated risks and implement controls proportionate to those risks. Importantly, outsourcing specific activities to CROs or other service providers does not remove the sponsor's responsibility for appropriate oversight and management.
The strengthened data governance requirements also highlight the importance of data reliability, traceability, integrity, and security throughout the data lifecycle.
For sponsors, CROs, and other organizations involved in clinical development, these changes may require corresponding updates to SOPs, templates, quality management procedures, vendor oversight processes, and project documentation.
The 2026 revision signals a continued shift toward risk-based quality management and end-to-end oversight in China's clinical trial regulatory framework.
